What is a Competence Framework
A Competence Framework is a model to determine the strengths and weaknesses of an individual against a set of competencies required for working in a specific area or organisation.
The starting point to determine the level of skills required by the purchasing team is a set of competencies covering both technical and relationship abilities. The framework comprises a range of competencies each broken into levels from beginner to expert.
- Planning and strategy
- Contract management
- Performance measurement
- Problem solving
- Presentation skills
- Relationship management]
- Conflict management
- Team player
Once developed the competence framework becomes the basis for procurement training and supply chain management training. Staff can be assessed against their current competence levels as part of a full training needs analysis resulting in a corporate training programme to fill the skill gaps. Some corporate programmes will include an educational element allowing delegates to obtain a nationally recognised procurement qualification and/or CIPS qualifications leading to MCIPS.
Commercial Skills are highly experienced at developing bespoke competence frameworks and also working with clients existing frameworks.
